Alex Forrester
Mr.
Forrester received his Master of Architecture Degree from Yale University
and holds a B.A. Degree from Princeton University. Mr. Forrester
has served the Rogue Valley Council of Governments, Medford, Oregon,
and the City of Grants Pass, Grants Pass, Oregon, as Senior Planner,
as well as Senior Administrative Analyst, Parks Division, Berkeley,
California.
Mr.
Forrester has been involved in major project planning, design and
construction management for the last 25 years. His work has included
the $6 million Grants Pass Shopping Center/Albertsons/Blockbuster
110,000 SF complex, the $12 million Sandpines Golf Course Residential
Community, the $25 million Paradise Ranch Destination Resort and
Golf Complex, the $15 million The Cove
beachfront condominiums, an 8,000-acre Comprehensive Plan for the
City of Grants Pass, Oregon (including the development of traffic,
water, sewer and storm drainage master plans, zoning designations
and economic development strategies), a 90-acre park and recreation
area in the San Francisco Bay area, a $7 million park and recreation
acquisition and development program for the City of Berkeley, California,
and a $1 million university building for Keene State College, Keene,
New Hampshire.
Mr. Forrester has directed and participated in
the establishment of a Comprehensive Plan, Urban Growth Plan, Downtown
Plan, Urban Growth Boundary, Urban Service Policies, Economic Development
Plan and Industrial Park Development Plan for various Oregon cities
and communities. He has had direct experience with the preparation
of a Development Code, combining subdivision and zoning ordinances
and all land use policies into one document.
These various tasks undertaken by Mr. Forrester
have enabled him to acquire a complete and thorough comprehension
of the land use regulations and procedures throughout the State
of Oregon. Additionally, his network of acquaintances in the land
use planning and public administration sector is a valuable asset
in the review and approval process.
Mr. Forrester's experiences in both the public
and private sector of development financing have given him an in-depth
understanding of the intricacies involving bonded indebtedness for
public improvements and public facilities.
Mr. Forrester's qualification for and use of an
A-1 contractor's license in the State of California has a strong
influence on his appreciation of the need for cost/reward efficiency
required for the land planning process. His responsibility for project
development, including budget control and critical path techniques
to manage property acquisition and implementation of development
plans, also inures to the benefit of the business plan for undertaken
projects.
Mr. Forrester possesses the requisite presence
before groups of all sizes and composition for the proper presentation
and negotiation process so important in the approval process. His
ability to draw out creative and cooperative responses from both
opponents and proponents to a given project brings substantial benefit
to the development plan with which he is associated.
Mr. Forrester works extremely well with engineers,
architects, designers, geologists, wetlands specialists, and all
other specialist consultants required in the development approval
