Public Sector: Urban Planning

  1. Southern Oregon University Master Plan, Ashland, OR
    Working with a group of students and professors, approach the university administration with sustainable green development ideas regarding the proposed Arboretum and Arboretum building for Southern Oregon University. Gain administration approval, and develop team of architects, landscape architects, and arboretum specialists for the project design team. Work with university administration to assemble an oversight committee, including students currently enrolled in the environmental sciences and biology department. Facilitate the conceptual design process, working as part of the design team with the oversight committee, and prepare the Project Master Plan (in process). Develop the Master Plan for the 3.5 acre Arboretum and the 2500 square foot Arboretum building and herbarium.
  2. Southern Oregon University Science Building “Sustainable Development Design”, Ashland, OR
    Working with the Ashland Natural Step group, prepare “a proposal encouraging the development of a green building initiative for Southern Oregon University, spring 2000.” Using the Oberlin College Adam Joseph Lewis Center for Environmental Studies building by architect William McDonough and partners as an example, proposed a “green building initiative” for the proposed $40 million expansion of the SOU’s Science Building. Promote the concept that a radically sustainable, green and healthy building design will attract students nationally to the university’s environmental science programs, which are the fastest growing segment of the university.
    Meeting with top university officials and Bill McDonough and partners in Charlottesville, Virginia, facilitate discussions and meetings with the administration and McDonough firm to pursue such development (in process).
  3. Preparation of Subdivision Ordinance – City of Rogue River, OR
    Working with the city administrator, city planner, Planning Commission and city council members, and the mayor, assess the existing subdivision ordinance for the city, review development potential that could harm the city under the old code, and determine the most appropriate parameters for a new subdivision code. Design and develop the new subdivision code and carry the code through review by city staff, Planning Commission, city council and the mayor, and conduct presentation at public hearings.
  4. Traffic Plan Review - City of Rogue River, OR
    Working with Project Traffic Engineers, Access Engineering, Inc., of Eugene, Oregon, assess previously gathered traffic data and analysis, interview major stakeholders, including adjoining property owners and business owners, City Traffic Committee, City Planning Commission, and City Council, regarding concerns for previously proposed traffic plans. Utilizing new traffic analysis technology, facilitate a series of workshops with large screen projection of real-time simulated traffic conditions with different traffic plan scenarios, encourage discussion and facilitate statements of concerns and desires on the part of the participants, and establish priorities. Develop traffic plan alternates and costs based on traffic engineering analysis, public workshop inputs and public hearings.
  5. Urban Growth Boundary Agreement - City of Jacksonville, OR
    Facilitate and produce Urban Growth Boundary Management Agreement between City of Jacksonville and Jackson County. Facilitate workshops with participants from Jackson County, City of Jacksonville and citizen advisory groups. Prepare an exception document with findings for DLCD review, proposing the inclusion within the Urban Growth Boundary, which exists within the city limits, of rural lands lying outside the city limits.
  6. Interim Planning Support - City of Central Point, OR
    Provide interim planning support and facilitation services to the City of Central Point. Provide reviews of all submitted tentative plans, final plats, and subdivision design, and interface with other departments and agencies. Coordinate and manage zone change and annexation reviews by contract planners. Mediate conflict resolution and facilitate meetings between developers and City agencies to resolve issues.
  7. LUBA Appeal Findings, Josephine County, OR
    Working with the applicant and the Josephine County planning and legal staff, review all documents in a contested series of land use hearings, prepare findings justifying the decision of the Josephine County Board of County Commissioners. Upheld by LUBA.
  8. Comprehensive Plan and Urban Growth Boundary for City of Grants Pass, Oregon
    Directed and participated in establishment of Comprehensive Plan, including Urban Growth Plan, Downtown Plan, Urban Growth Boundary, Urban Service Policies, Economic Development Policies, plus all utility systems required, 8,000 acres. Re-zone 5,000 acres. Plan accepted by LCDC.
  9. Development Code for City of Grants Pass, Oregon
    Prepared Development Code, including Zoning Ordinance, Subdivision Ordinance, and utility construction requirements. Designed and managed public review and agency approval process.
  10. All Sports Park, Grants Pass, Oregon
    Land Use Planning and public participation component for multi-sports complex and riverside park proposed for 4th bridge site. Met with organized opposition to facilitate conflict resolution. Preparation of findings of compliance with approval criteria. Project approved.
  11. Regional Park, Shady Cove, Oregon
    Land use planning and public participation component for design and approval of regional riverfront park. Included public workshops in a variety of formats. Grant funded, City of Shady Cove and Jackson County cooperative project.
  12. Grants Pass Property Analysis, Grants Pass, Oregon
    Working with the Grants Pass City Manager and Community Development Director, prepared a potential development analysis for City-owned property newly accessed by the Grants Pass Parkway. Preparation of Request for Proposal from interested purchasers and developers of property. Analysis included types and intensities of development, appropriate and inappropriate restrictions by the City, and ranges of purchase potential. Presentation to City Council in workshop session.
  13. Conditional Use Permit Process, Grants Pass, OR
    Proposed addition to the Development Code of the City of Grants Pass, Oregon to allow the review and approval of conditional uses. Prepared at City request, sponsored by private property owner.
  14. Oceanside Estates and Neighborhood Circulation Plan, New Street Standards Ordinance, Brookings, OR
    Preparation of a neighborhood circulation plan for a 45-home subdivision in Brookings, OR, involving street width, type of cul-de-sac design, and parking standards. Negotiation with City agencies to gain agreement on street design. Facilitation of City Council public hearings. Creation of draft ordinance for the City amending existing street standards to include the changes incorporated in the subdivision's circulation plan. Now adopted.
  15. Grants for Sanitary Sewer and Wastewater Treatment Facility Improvement, Harbor Sanitary District/Port of Brookings-Harbor/City of Brookings
    Facilitate a cooperative effort between three governmental agencies to resolve a shared problem of inadequate sanitary sewer and wastewater treatment facilities inhibiting overall growth in the area. Facilitate formation and on-going program of an Ad Hoc committee to review and resolve ownership issues and establish goals and schedules for accomplishment. Establish contact with Oregon Economic Development Department. Create grant applications for both the City of Brookings and Harbor Sanitary District for a mutual project. Establish timelines for implementation of grant funding and negotiate working agreement with the selected engineering firm. Grants received and implemented.
  16. Berkeley Marina Park, Berkeley, California
    Concept plan for a 90-acre park in San Francisco Bay adjoining the Berkeley Marina, utilizing the former city dump site.
  17. Parks Master Plan, Berkeley, California
    Managed and directed the City of Berkeley Parks Acquisition and Development Plan, a $7 million program. Public participation process, master plan, specific park construction plans, bid process, construction management and contract management.
  18. Cave Junction, Oregon
    Prepared Urban Growth Boundary draft with full-service analysis.
  19. City of Talent
    Prepared Industrial Park Development Plan.
  20. Rogue Valley Council of Governments, Medford, Oregon
    Designed and initiated Comprehensive Plan Development Programs.
